Is there an 'On Hold' ticket status available in osTicket?

Not natively. You can create a custom status named 'On Hold' but it will map to an underlying state of Open, Closed, or Resolved -- there is no true On Hold state. This is on the feature request list for possible future development but is not guaranteed. Legacy codebase is in Maintenance Mode; focus is on v2.0.
