How do I change osTicket's language to Spanish (or another language)?

Download the relevant language pack (.phar file) from https://osticket.com/download/ under the Language Packs tab. Upload it to the include/i18n/ folder on your server with appropriate read/execute permissions for the web server user. Then go to Admin Panel > Settings > System, set Primary Language to the uploaded language, and click Save Changes. Note: not all strings may be translated if the language pack is incomplete -- untranslated strings fall back to English.
